An impact evaluation assesses changes in the well-being of individuals, households, communities or firms that can be attributed to a particular project, program or policy. The central impact evaluation question is what would have happened to those receiving the intervention if they had not in fact received the program. Our evaluation team has extensive experience in a range of impact evaluation methods. The key goal of an impact evaluation is to calculate the ultimate effects of a social policy or program intervention.
In order to measure the impact of an intervention, a clear, well-designed evaluation strategy is necessary. Incorporating an impact evaluation into a development program also requires a specific methodological design and a well-structured monitor and evaluation plan. Every impact evaluation requires a specific methodological design. Through conversations among Sanigest professionals, project managers, researchers, and other staff the appropriate methodology is chosen and incorporated into the monitoring and evaluation process.
Impact evaluations fit into the chain of monitoring and evaluation process in several ways.
First, they help to assess the causal link between an intervention and an outcome of interest.
Second, impact evaluations provide baseline evidence for the effectiveness of an intervention, which can be compared with other similar interventions. Through this process, impact evaluations assist in establishing credible cost-effectiveness comparisons.
Third, impact evaluations can serve to build the knowledge base of what works in development.
Household surveys are an important source of health and socio-economic data. In developing countries, they have become a dominant form of data collection, supplementing or sometimes even replacing other data collection programs and civil registration systems. Sanigest can offer professional services throughout the process of conducting a household survey; from survey design to data analysis.
With regards to survey design, we help our clients throughout the entire process (e.g., determining sample size) including the actual questionnaire design. In the first step of the questionnaire design, we help our clients to formulate the objectives of the survey and then refine those objectives to take into account any underlying constraints. After these broad issues are discussed, more detailed advice is available on the various aspects of designing household survey questionnaires.
Sanigest also covers basic issues concerning the implementation of household surveys. These include the following activities:
- Preparing a budget and a work plan,
- Designing the sample,
- Training survey staff and writing training manuals, and
- Preparing the fieldwork plan.
- Setting up and maintaining adequate communications and transportation,
- Establishing supervision protocols and other activities that enhance data quality, and
- Developing a data management system.
Sanigest has a highly experienced staff in the field of impact assessment and data analysis. We provide our clients with the general guidelines for calculating and displaying basic descriptive statistics as well as more sophisticated statistical analysis. The basic analysis consists of relatively simple tables and graphs that are easily understandable by a wide audience, while the statistical analysis takes into account the complex sample designs.
The Government of Kazakhstan and the UNICEF contracted Sanigest to effectively assess the present condition of health care in the region and formulate recommendations on ways to improve primary health care services for the Kazakhstan population. Sanigest assisted the Coordination Committee and the Implementing Agency prepare the study on Access to and Quality of Health Care and supported the Implementing Agency conduct field work, which included training interviewers, testing questionnaires, and adjusting study tools. Additionally, Sanigest aided the National Team compose the report on Access to and Quality of Primary Health Care, as well as analyzed survey data regarding informal payments for services in the primary health care system. Finally, Sanigest worked closely with the Ministry of Health and other donors interested in enhancing the primary care health system.Project Details
The project contained three main components: economic and financial analysis, social assessment, and institutional assessment. The purpose of the economic and financial analysis was to value in monetary terms the possible set of benefits (both direct and indirect) that can be derived from the implementation of the second HIV/AIDS project control in Barbados. The social assessment component included the identification of highly vulnerable groups, and their participation in preventing and controlling the HIV/AIDS and sexually transmitted infections (STIs) epidemic; and at making recommendations concerning communication and participation activities to be carried out during project preparation and implementation to increase ownership by highly vulnerable groups of the HIV/AIDS Strategic Plan and Program. The institutional assessment component evaluated the institutional capacity of public health services and relevant NGOs to tackle the epidemic.Project Details
Evaluation of the Institutional Capacity of the Ministry of Health to Implement a Contracting System of ONG’s and the Design of a Contracting Modality
Sanigest conducted an assessment of the Ministry of Health’s institutional capacity, with the purpose of implementing a contracting system to extend services to poor populations lacking health care services.
