Good Practice in Expanding Health Care Coverage – Lessons from Reform in Low and Middle Income Countries

Sanigest elaborated a case study, focusing on the initiatives to expand health care coverage in Costa Rica, as well as the extent of the services covered. The case study includes the implications of Costa Rica’s institutional structures and the country’s economic, social, and political background; an overview of health financing coverage with an emphasis on the effects of health reforms; an overview of the health delivery system, detailing the effects of health reforms in terms of delivery system configuration, equity, and access to health care; a description of health care coverage reforms in the country, along with the reforms implemented over a long-term time frame (past 30 years); the effective health coverage reforms implemented in other countries, including the key conditions for success and the enabling factors that have contributed to success.
